Administrative transparency in an institution is evidence of the establishment of trust within it. And its absence is a sign of the presence of a secret that the organization would not want to be known by all. It can thus lead to the dissatisfaction of the agents, to the loss of trust in the organization by the agents of the latter, to strikes and other practices that can harm the institution (its internal organization, its productivity and even its reputation).The main objective of this study, focused on the higher education and university sector, is to compare the level of administrative transparency in state-run and privately-run university institutions and to see if there is a link between the perception of administrative transparency and the level of trust in the institution. Furthermore, the results show that institutions under private management are more transparent than those under state management, and the same is true of the agents' confidence in their institutions.
