Personnel Management, in its comprehensive connotation, has not been taken in the public sector of Bangladesh particularly in Civil Service. Public organizations are bureaucratic in nature representing a system which is entirely closed, rigid and out of reach of the general people. In this type of organization, setting up an up to the mark personnel management method is quite difficult which is so applicable for Bangladesh Civil Service. On the other hand, modern organizations have been trying to get out of this deeply-rooted concept with a view to ensuring more productivity and service to the people. Bangladesh Civil Service being borrowed from the British Civil Service in this regard has also been struggling in putting in new and timely ideas during last 40 years to make the system more functional. Intellectuals and members of civil society, however, argue that the Civil Service of Bangladesh has yet to come up with outstanding results. The reason may be why they think so is because bureaucratic practice still overwhelms public personnel management in Bangladesh. This book is an endeavor to point out some of those practices and their adverse affect on PPM.
