The policy differences are explained through an analysis of differences in state interests and external constraints, state strategies, domestic support for export controls, and institutional constraints on policy change. The conclusion put forward is that despite a partial convergence of U.S. and German export control policies in the 1990s, diplomatic conflicts between the U.S. and European governments over export control issues will continue to erupt.
