To be successful, the Gulf of Mexico Program should be a true partnership among the agencies. The concept of an executive board moves substantially in that direction. However, since several agen cies have considerable knowledge and responsibilities concerning the Gulf, rotating the leadership of that board would enhance the notion of a partnership.
