The transition from information society to knowledge societies, announced by the UNESCO World Report (2005) marks an evolution towards the globalized knowledge economy. This evolution is reflected in the increase in the supply of training, and internationalization. The UNESCO argues that "There are four principles that are essential for the development of equitable knowledge societies: Freedom of expression; equal access to education; universal access to information, especially in the public domain; and giving expression to cultural diversity." Based on these principles that emphasise the importance of education and equal access as the role of the public sector in the knowledge society. Morevover, the World Summit on the Information Society WSIS backgroud paper argues that the quality of teaching and learning, and the sharing of knowledge and information, should be enhanced by the application of ICT. It has the potential to introduce greater flexibility into the educational process in response to societal needs.
