Boards to arrange a schedule of salaries which will be fair to all. When this is done there will be removed the only hardship which the operation of the new law imposes so far as the white schools are concerned. In the matter of the colored schools, the length of year was too short in some counties, notably in Anne Arundel, where those schools were kept open but one term of two and a half months. The October apportionment of school funds was accepted by the County School Boards as the average quarterly apportion ment and brought unnecessary alarm. It was mandatory to keep the white schools Open nine months, and optional in regard to the colored schools. This, perhaps, explains why the colored school year was shortened in some counties. But as the annual State appropriation was more than this made a surplus for a great majority of the counties at the close of the school year.
