The project was conceived and started by Governor Rockefeller, with the state legislature seemingly helpless to reign in the scope and costs. Criticized by some as big government spending gone awry, it nonetheless kept thousands of union tradesmen working for well over a decade. One of those legislators concerned about the growing project pursues her own pathway to the state's highest office.
