In recent years, the environment has become a major concern for states around the world, and for good reason, the effects of climate change, which increasingly affect not only their viability, but also threaten in several respects their stability both security and economic. A state like Togo, theater of several climatic hazards, had to, to face effectively this phenomenon of climate change, to equip itself with political, institutional, legal, and also technical instruments which are in charge of translating in facts its environmental policy in order to mitigate, if not to stop, this problem. The capital of Togo and its surroundings, which is called "Grand Lomé", is experiencing this scourge in a particular way, and it seems to be getting worse over time. This study therefore proposes to analyze the impact of public policies on the environment in Togo with regard to the fragile nature of the Greater Lome area.
