Throughout the world, the business environment within which construction organizations operate continues to change rapidly. Organizations failing to adapt and respond to the complexity of the new environment tend to experience survival problems (Lee et al, 2001) in Adam, Sheriff, Saleh (2009). With increasing higher user's requirements, environmental awareness and limited resources on one side, contractors have to be capable of continuously improving their performance, (Samson and Lema, 2005) in Adam, Sheriff, Saleh (2009). Faridi and El-sayegh (2006) in Adam, Sheriff, Saleh (2009), reported that shortage of skilled manpower, poor supervision and poor site management, unsuitable leadership; shortage and breakdown of equipment among others contribute to construction delays in the United Arab Emirates. Burke (2008) examined the causes of client's dissatisfaction in the South African building industry and found out that conflict, poor workmanship and incompetence of contractors are among the factors which negatively impact on project performance.
