Safety is defined as the distance from everything peril. So, we say of a journey made far from danger that it was made in safety. However, it is still necessary to specify what perils these are. It is for this reason that a parallel must then be drawn between the notions of maritime safety and maritime security, these concepts both dealing with the dangers of the sea, but from different angles. Essential in maritime law, these two distinct concepts are nevertheless complementary, because they pursue the same objectives. Both have thus for purpose of "ensuring the protection of human life at sea, ships and goods circulating there and the marine environment in general ". However, the fields of application of these two concepts remain quite different. Thus, while maritime safety tends to prevent risks of natural origin or caused by maritime navigation, maritime security focuses on protection against criminal practices which take place at the sea.The new maritime security rules are special in that they are numerous and that their origins are remarkably diverse.
