Excellent Public Relations in Nigeria Police Force; Myth or Reality

Consequent upon several scholarly debates surrounding the pragmatic implementation and utilization of excellence theory in organizations, this study uses the Nigeria Police Force as a case in point to investigate how excellent the excellence theory actually is in efficient attainment of organizational goals. Was Grunig justified to advance the excellence theory as a normative theory? As a theory adjudged to be normative, can this principle really work in diverse organizations with their different communication structures? Premised on a two way system of communication, how can excellence theory apply in regimented organizations like the military, police force or other paramilitary agencies where communication is known to be top-down ?
