On the basis of sector-specific regulations and existing collective agreements, the need for a collective agreement regulation is examined. Within the external barriers imposed in particular by Article 12 (1) of the German Constitution, transfer obligations can be effectively agreed in a collective bargaining agreement and can also be enforced.
