On March 20, 2016, the Republic of Benin experienced a real political and electoral jolt, qualified as "Rupture for a New Beginning". This Rupture can be likened to a Giga National Conference, 26 years after the one that marked, in February 1990, the entry of the country in the Era of Democratic Renewal. The causes of the Rupture are historical but also socio-economic, moral, ethical and spiritual. Using an empirical model, the author has made a rapid chronological inventory of Benin's political history since the 1960s, before isolating certain specific causes. Based on this diagnosis, he then specifies the meaning and normative content that should be attributed to this Rupture. Then, he determines the minimum conditions to guarantee the chances of success of the process. These are completed by proposals for the: Moral, Professional and Spiritual Rearmament namely: (i) a group of 16 measures covering various aspects of the management of the city; (ii) a Code of 16 articles recalling, the normative behaviors expected of all; (iii) A Framework-Program to accompany the New Beginning.
