Excerpt from Second Annual Report of the Trustees of the City Hospital, Boston, 1866: With Report of the Superintendent, Act of the Legislature, Ordinances of the City Council, Rules and Regulations of the Hospital, Etc

Sect. 2. The said Board of Trustees may appoint such consulting and 'visiting physicians and surgeons as they shall deem expedient; and they may also appoint such subordinate agents, assistants, and domestics as they may consider necessary, and may remove the same, and shall fix the compensation to be paid to each, provided, that the City Council, whenever they see cause, may remove any of the persons so appointed. They shall prepare all needful rules and regulations for the government and management of said Hospital, and submit the same to the City Council for adoption.

Sect. 3. The said Board of Trustees shall elect, annually, in the month of February, and whenever a vacancy may occur, some suitable person as Superintendent of the said Hospital, who shall constantly reside at the Institution. He shall be removable at their pleasure, and shall receive such compensation as the City Council may from time to time determine.
