Terrorism is a major challenge in many African states, especially in terms of human rights. It relentlessly claims many victims on the continent. Many families are frequently bereaved by terrorist acts. It has become a daily occurrence to read, "a terrorist attack has caused several deaths and injuries", the terrorists have put such and such an area "under blockade", populations are ordered to leave their localities. Human rights are seriously violated in the current terrorist context in Africa. Rights and freedoms ranging from the protection of physical integrity to freedom of movement, socio-economic and cultural rights, are substantially affected; this necessitates a response by States through military and non-military measures, curative and preventive measures against the terrorist phenomenon. This study has attempted to address these various violations and the measures taken to combat terrorism, with the observation that States' counter-terrorism measures also infringe human rights. In this struggle, a culture of respect for human rights is necessary.
