'mary objects of political association, who, like him, are convinced that the delusion, which in the pre sent day seems to fascinate many of the most zealous votaries of political liberty, originates in misconceptions respecting the very substance of that freedom, for which they contend. The means, by which political liberty is secured, seem to be confounded by them with that liberty itself; and a participation in the direction of public affairs, exercised either immediately by the subject, or mediately by his representative, is, it should seem, included by them in the very notion of free dom, and considered as one of its essential ingre dients. As this extravagant opinion affords ample scope for the wildest and most indefinite specula tions on the subject of government; so is it calcu lated only to produce in the minds of the people a spirit of licentiousness, and to §ap the very founda tions of civil obedience.' For the very first conclu sion, that the subject is naturally led to draw from it, is obviously this - that he is no farther free.
