The State, master of the urban game, imposed the allotment as the only way to create urban space.It is within this framework that administrative subdivisions were carried out at the initiative of the Mayor or the Sub-Prefect. With the consolidation of customary rights in 2014, the State gives village communities, customary developers and private operators the possibility of initiating subdivisions to the detriment of the administration(Mairie or Sous-préfecture).
