This baseline survey aims to assess the progress achieved so far in implementing "Green Economy" (GE) in Bugesera, Gicumbi and Musanze districts in Rwanda. The concept of GE is already introduced and good plans in line with the national agenda had been made. In order to reach national targets and within the frame of decentralization, Districts are considered key players and main stakeholders to guide all implementation plans. Evidences show that although Green Economy initiatives had been demonstrated, plans need to be revised in order to strategize their implementation. Among other priorities, it is to be highlighted that adequate baseline needed to report on the indicators performance is lacking and in some cases, special studies would be needed. In terms of data need and issues to implement GE, this baseline survey provides a clear picture on the overall performance and on specific sectors where focus should be made. Assessment was made using key identified sectors that include "Agriculture, Energy, Forestry, Tourism and Water".
