Theorizing, however, has not been a success except in so far as to give many valuable lessons and to apply new ideas to practical conditions (which is the same as to say that new conditions have evolved new ideas), and that governments must, like all other human institutions, be progressive or retrogressive and adapt itself to the wants of the governed. It is not, then, the rich, the powerful, the religious fanatic or superstitious, the ambitious, that we have to fear any more than it is the ignorant, indo lent, vicious, poor, and degraded elements, and not so much either of these as the conditions, religious, politi cal and social, which can and does produce them.
