The people are unlike the Yoruba kingdom, Bini kingdom, El-Kanam empire, and Fulani emirate that had centralized political authority in Nigeria. The Kulere political organization have a decentralized political authority with the Saf as the head of the council. The word Saf means chief priest, spiritual father, and custodian of the community. The council of elders is the highest decision-making body which decisions are supreme and that of congress is final. The power of Saf is subject to control by the council of elders, which prevent an abuse of power.
