In a competitive business environment, an organization can gain competitive advantage through effective employee staffing practices. The objective of the study was to identify the staffing practices that create employee organizational commitment in commercial banks in Rwanda. The study used a descriptive and correlational research design. A self structured questionnaire was distributed to a sample size of 216 respondents in the three selected commercial banks. Stratified sampling technique, grouped respondents into strata's while Simple random sampling was used to identifying the respondents. Data was analyzed using Statistical Package of Social Sciences (SPSS), using weighted mean, standard deviation, T-test, ANOVA and Pearson correlation. The statistical results comparatively indicated that BK is the only bank that has good recruitment and selection practices but the worst placement practices while the other banks have moderate recruitment, selection and placement practices. The employees in bank of Kigali have high continuance commitment while those of ECO banks have lowest normative commitment. Bank management should ensure fair recruitment, selection and placement proceses
