Standards in broadcasting regulation in the Democratic Republic of Congo

Repeated violations by media professionals of the laws, regulations and rules of ethics and deontology governing the press sector have as their main cause: lack of knowledge of press legislation and professional rules by those concerned. One of the reasons for this lack of professionalism is the practice of journalism by non-professionals. Jean-Claude Guyot and Luc-Adolphe Tiao had found that "the effectiveness of a media regulator is not to "prosecute operators because they do not comply with part of the regulations" but to "issue a recommendation detailing how the regulator considers that it is necessary to act practically to apply a regulation that may seem theoretical". This publication responds to this need for a reference framework of standards in Congolese audiovisual exploitation, and logically, a compass capable of indicating the benchmarks and markers of the precautions to be taken for optimal exploitation of both public and private audiovisual in the Democratic Republic of Congo.
