Organised crime is not limited to the national territory of a single state. In fact, it manifests itself as an international phenomenon and, by its very nature, represents the highest level of criminal evolution. This feature is most clearly seen in the case of criminal networks, whose activities have become transnational, giving rise to the phenomenon of transnational organized crime. Criminal networks of this type are powerful and highly dynamic. As such, they pose a serious threat to both individual states and the entire global community. This book is about analysing and assessing the effectiveness of measures taken against organised crime at national and international levels. Unfortunately, the global community has not yet formulated an adequate strategy to combat transnational organised crime. In particular, it has not been able to respond with effective law enforcement measures to the wide range of challenges posed by organised crime. This awareness is of the utmost importance.
