Chad's first challenge in its cooperation with France is that of transversality. Whether it is a question of promoting democracy, defending human rights, fighting terrorism, providing development aid or preserving the environment, the observation is the same: that of a globalization of the diplomatic agenda. Since 1960, France has pursued a policy of "cooperation" with French-speaking Black Africa. This policy is regularly criticized for its "neo-colonialism", business dealings and complacency towards corrupt and authoritarian regimes. And this neo-colonial policy still persists in Chad, with France's involvement in the establishment of military governments resulting from putsches without the will of the people, and it demands democracy and respect for human rights from the Chadian authorities.
