The Balanced Scorecard (BSC) is a set of performance measures that originate from an organization's strategy. It is expressed by a stacked scorecard system at various levels and people. Currently, BSC is widely utilized as an effective management tool for assessing operational performance in businesses, educational institutions, and non-governmental organizations. However, BSC implementation in Vietnam remains limited, particularly in educational institutions. This study investigates the current state of performance measurement at Nong Lam University in Ho Chi Minh City, as well as the pros and cons of the existing performance measurement system. The purpose is to design a BSC framework for measuring performance from four perspectives: customer, internal business operations, learning and development, and financial aspects of the University. By effectively using the BSC as a measurement tool, Nong Lam University, Ho Chi Minh City can align its strategy with specific goals and actions to ensure the successful implementation of its strategic objectives.
