Pereira, after assuming the top post of crime wing of Colombian police, reopened the case as he had a strong suspicion on Cecir's involvement in this death. Cecir had close business association with Delves, but suddenly vanished from the country by 2000.Mark Stephen an young surgeon attached to Newcastle hospital was holidaying in Europe, unaware of himself being on hot pursuit, by Carlos of Rochester with an intention to kill him.
