This book is a result of analytical efforts of the media regulation in Rwanda. Article 19 of the Universal Declaration of Human Rights states that freedom of the press is a scarce resource for the establishment of any democracy. Without defining what they want, many countries have borrowed this text and applied it to their constitutions. From my experience, good laws are not enough to make good journalism. It is critical to match the good laws with the practice of the media and see the results. In fact, if one wishes to learn more about the harm of unregulated media, Rwanda would be a good example because of the role media played in the 1994 Tutsi genocide. That media regulation should be left in the hands of media professionals is also an ethical question because professionals without good conscience can only harm. Based on the practical experience of the author, this book will help media scholars and policy makers to understand the unexplored areas of media regulation.
