History is full of instances where, in strenuous and difficult times, when every one is looking for the one man capable of dealing with the situa tion to appear, he suddenly steps on to the stage. In the latter part of the eighteenth century a man of a stern and unbending nature was wanted in the English Navy; a man who could mould the characters of brave but very rough men, many of whom had been forced into a sea-life against their will, and transform them into the fine fighting material and splendid seamen they eventually became.
