Nations, was various; fometimes one, and fometimes another, was Conqueror: In thofe Times we mu¿: not imagine that their Kings were invefied with {0 much Power as they were in After-ages; they were then Obliged to confult the Inclinations of the Subjects, who often dethroned, and put them to Death, for bad Government. In primitive Times, Mankind contracted the Power of their Kings within narrow Limits: They had a Notion, that Kings were initi tuted for the Good of Society; and that if they acted contrary to this End, they were no longer Kings. In thofe early Ages, Power Was looked on as of an encroaching Nature.
