We are not, however, concerned with personalities, else we would perforce go seriatim through the list of members of the committee enumerated on page 227. They may be left to speak for them selves, while we refer to some of the more prominent findings in the report.

The breadth of view with which the subject has been handled is not the least commendable feature of the report. It is shown at once in the introductory paragraphs, which we summarise else where. It will, moreover, take by surprise a considerable section of those who have been clamouring for all sorts of things on behalf of British shipping. One of the most striking of these is the unequivocal disavowal by the committee of the policy of excluding enemy nations from the use of British coaling stations, and opposition to the principles of the old navigation laws, as to the expediency of which we have several times expressed our doubts. There is also the finding that it will not be wise to insist on the prohibition of the employment of foreigners as agents for British shipping abroad.
