Mr. Mica. I'd like to call the Subcommittee on the Civil Service to order, and welcome you to our hearing this morning. I have an opening statement and then I will turn to the other members of our panel for opening statements. We have two panels of witnesses we will hear from this morning.
Ladies and gentlemen, the purpose of today's hearing is to exam ine taxpayer subsidies of the activities of unions representing our Federal employees. Federal employee unions receive, we found in our investigation of this matter, subsidies in several forms. First, we have the use of official time, that is time on the payroll, for per forming union representational work and also time for, in effect, lobbying Congress and the executive branch. In addition, agencies often furnish unions that represent their employees with office space, equipment, supplies, meeting rooms, and the use of such agency facilities as e-mail and other communications tools.
A study that has been conducted by gao has shown that official time at the Social Security Administration, and also from responses of various agencies to this subcommittee's requests for information show, and, in fact, demonstrate, that the use and cost of official time has increased dramatically during the Clinton administration.
