In 2001 in Victoria, Australia, the state government, on the recommendation of a Ministerial Review into post compulsory pathways, implemented 31 Local Learning and Employment Networks (LLEN) covering the state. These networks were a new 'joined-up' policy response to a globalised context where youth in transition from school to independence faced persistent and severe difficulties beyond those faced by previous generations. Based on a detailed case study of a Local Learning and Employment Network, the book weaves an image of the extent to which the increasing use in policy of networks and community- capacity building can contribute to systemic change, and better opportunities for young people, in the post compulsory education, training and employment sector. Presented as a woven tapesty, the text is Deleuzian - drawing on 'A Thousand Plateaus' for its primary orientation - and providing an example of how rhizomatic thinking can be brought to bear in understanding, responding to, and releasing the full potential of policy reform.
