The researcher's experience in observing the problem of cheating during his years as a primary, secondary, high school and the university student (the National University of Laos). There were many questions raised such as: "Why do the students do this?" "How many students do this?" "Why is nothing done about it?" and "How can this problem be solved?" these questions led to this study and the findings claimed that, there were 2 main factors that influence the students to cheat: 1. Internal factors, and 2. External factors. Cheating was rampant at the campus. In addition, there were some practical implications such as: 1. Organizing campaigns, workshops and orientations. And 2. Engaging the students in knowledge from the lessons rather than scores, grades or certificates. Furthermore, some recommendations for short and long-term deterrents were also included.
