Man is an individual and a social being. His individuality requires freedom from unnecessary restraint for its full develop ment; his social instinct necessitates society. Society for its proper organization and healthful existence needs government to protect rights, and enforce the performance of duties. Man, then, desires, or should desire, the greatest freedom consistent with public order.
Governments, generally speaking, are of three kinds, as regards the source of the ruling power.
