O'ployed or employed by parents or other relatives in fam ily life. All exemptions counted, the Act applies only to about 30 per cent of the United Kingdom's population of forty-five millions. Seventy per cent therefore may be spoken of as excluded from the State health insurance, and of this proportion nearly a half are in the same social stratum as those who are compulsorily included. The in surance scheme is thus seen to be far from national.
The compulsory inclusion, affecting only wage-work ers, takes in about fourteen millions.
