To give an international character to these recommendations, it is important that the UN and the great powers correct their relations with Africa, because, in view of the current concerns in the world: cross-border terrorism; uncontrollable immigration from the South to the North; the worsening of misery; the deregulation of the world environmental balance...can the underdeveloped States still consider themselves as the only ones concerned?
