Many' needed improvements will have to be provided. Dilfi cult problems affecting municipal operations will arise and will require solution based on sound judgment. Not the least of these problems is the need for a carefully planned financial program which will be in keeping with the ability of the tax structure to pay for needed public works.

The unexpected slowness Of reconversion to a peace-time economy resulting from serious shortages Of manpower and materials can be expected to retard initial progress Of the City's post-war program. -however, every effort will be made to proceed with the work at the earliest possible date.
