In the month of February 2020 first case of COVID-19 positive was traced in New Delhi city of India . In the month of March it became a pandemic. As it has started spreading rapidly, Government of India was compelled to go on total lock downfor three weeks. But in India there are more than 40 million migratory workers in different cities. A big portion of this labour force are daily wage workers working in hotels resorts, malls, restaurants , in construction sites. After 21 days of first phase of lock down these migratory labours have exhausted all of their financial resources and not in a position to continue their stay in their place of work as they have lost their daily income. In this situation they are determined to return to their native place . But thee is no means to travel as there is stand still of all modes of transport due to lock down . The labour force came out of their home with their belongings and dare to walk more than 1000 Km to reach their native place . This has created a chaotic situation with lawlessness.In the later time Government organized special labour train towards different destination of India to transport these migratory labour.
