Only risk management includes analysis of the impact on safety in the transport of dangerous goods, the discovery of their causes and consequences. This applies particularly to the stage of recognizing the hazards, risk assessment and define measures to reduce their occurrence, and to remove the causes, and thus the consequences that may occur due to inadequate risk management.
