Let me conclude by stating while the B - lb has encountered seri ous troubles that certainly warrant our continued oversight and scrutiny, we must not let these past problems distort our views of the present, nor obfuscate our plans for the future. If implementing the proposed conventional munitions upgrades which have been proposed for all bombers, not just the B - lb, is not the best alter native, then what is?
