There have been considerable efforts by the government of Uganda to protect and promote the right of children to education as well as fostering equality of children in education. This has been done under the 1995 Ugandan Constitution and the Children's Act Cap. 59. More resources have also been allocated public sector through the Universal Primary Education programme in order to enhance equity and access to Education via the Education For All(E.F.A) policy. In addition,E.F.A has implemented the policy of decentralization;a policy in which the central government has channeled resources to public schools. Under the Local Government Act of 1997, nursery, primary schools, special and technical schools fall under the administration and management of District Councils. Despite the effort of the government to provide access to affordable education to all Ugandans, illiteracy level is still high.This hinders the government from achieving the goals of Poverty Eradication Action Plan (PEAP), meeting commitments to achieve Education for All (EFA) and the Millennium Development Goals (MDGs) of 2015.
