When the natural water bodies were capable of supplying the much-needed fish, little emphasis was placed on research and development. Fishers went at will to the waters to get as much fish as they could. However, over the years catches started to dwindle, implying that they could not catch as much as they used to. This led to a paradigm shift to embrace extension services delivery, where technocrats began to sensitize fishers to use sustainable ways of catching fish. In addition, aquaculture was introduced and fishers were encouraged to venture into the new innovation of culturing of aquatic organisms. To some, aquaculture became an alternative way of life. For the alternative to succeed, more and more research and extension services delivery were required, which even today play a pivotal role in increased fish production in both fisheries and aquaculture.
