It stands for universal health care for each citizen. Consequently the government should carry a substantial responsibility to provide health care facilities for all citizens.

According to the statistical data and the sense of community a disparity of total health expenditure and public health expenditure could be observed. It is nearly 50% gap in between total health expenditure and public health expenditure. This situation may create problems in healthcare services especially ineffective health plan resulting difficulties in maintaining health standards and resolving challenges in health.

Studying on this conflict and interpretation of real health situation is vital for provision of sustainable healthcare service. Aim of this study to develop a social dialogue on current situation of health and evaluate its sustainability.

Research was carried out using primary data collected from the community. Findings of primary data indicated inadequate facilities in the state hospitals. Seventy two percent of admitted patients were requested some drugs and laboratory test to be out sourced. It could be found every citizen spends at least less than 1000 rupees monthly for their health needs, even in low income levels in the community.

Analysis of primary data has given strong evidence for disparity of free health service, resulting the need of out of pocket strength for every citizen without depending on income level of the individual.

The analysis of secondary data further realizes the disparity which affects more or less in malfunction of every health plans and negligence of current health trends both community and policy makers.

Therefore it is important to change the aptitude of conventional health customs towards sustainable health policy.
