However, with the development of the international society, the appearance of the international organization as a person of the Public international law, and the inability of the sources mentioned in Article 38 of the statute of the International Court of Justice to set legal rules that can maintain international peace and security and solve the international political, economic, and social issues, the sources of the Public international law were not limited to those mentioned in Article 38.
