He took over as titular bishop of the Diocese of Bom Jesus - PI on March 9, 1989 and remained until 2014. He impelled the diocese mainly by the physical structures it had. The creation, organization and functioning of the diocese began with him, always seeking to be in harmony with the evolution and progress of the church in Brazil. He implemented the overall pastoral care. All this, within a very difficult context, great geographical challenges, few economic and human resources, reduced clergy and other challenges, as titular bishop he had to do a bit of everything, driver, catechist, rector of the minor seminary, pastoral coordinator, administrator, leader of the liturgical song, excellent writer, dispenser of the sacraments - especially confirmation. This was the beginning of a new history of much love and dedication to the diocese of Bom Jesus, with special zeal for vocations. Monsignor Ramón went through very hard times to create a new, fully native clergy, leaving all the municipalities of the diocese, with a priest, parish house, community center for pastoral work.
