This book contributes to the recurrent debate on the effectiveness of official development assistance. Its merit lies on the one hand in its diagnostic analysis of the international legal instruments governing the aid mechanism and on the other hand in the prospects for reforming these instruments to make them more effective. The aim is to envision international norms and institutions that allow aid to be deployed with the sole purpose of reducing the dependence of recipient states on aid.
