In 2000, justices of the peace began to exercise judicial power in the Russian Federation. Courts were created and are actively operating, bringing the judiciary as close to the population as possible. During the time that passed since the beginning of the work of magistrates' courts in the Russian Federation, serious problems in the organization of their activities have come to light. Among them, perhaps the main one is an excessive workload of magistrates, which prevents the achievement of the main objectives that were pursued at their creation, namely, ensuring the accessible and expeditious implementation of judicial power.
